Overview of the Branch
The Human Resources Management Branch is one of seven branches established under the Corporate Affairs Division. Its purpose aligns with the Department's Corporate Plan for 2024 – 2028, specifically focusing on strategic priority No. 4: Integrity and Professionalism in our Business.
The branch consists of three sections: Strategic Human Resource Management (HRM), Human Resource Development (HRD), and Payroll & Personnel Administration. Each section is led by a manager who reports directly to the Executive Manager of the HRM Branch. Currently, the branch has an establishment of 34 positions, with a staff strength of 22 officers based on the approved structure.
The HRM Branch has transitioned from an administrative function to a central, strategic enabling function of the Department. It aims to effectively manage current organizational capabilities and workforce needs to meet future challenges.
Core Functions
The Human Resources Management core functions are designed to resource and drive the four strategic priorities, develop the organisation's capabilities and meet the expectations of both internal and external valued clients of the Department.
The Human Resource Branch is responsible for building and managing organizational capability, overseeing talent and personnel matters, and advising the Deputy Secretary for Corporate Affairs on all HR-related issues. Core functional areas include:

- Development and implementation of HR policies and the HR Strategic Plan
- Adoption of modern HR practices

- Management of unattached and retiring staff
- Implementation of Whole-of-Government HR reforms
- Administration of staff welfare in line with best HR practices
- Preparing and managing PE

- Provide HR advice to the Secretary and Management
