About the Office

The Office of the State Solicitor is a critical institution within the Department of Justice and Attorney General, established under the Attorney General's Act 1989. Our primary mandate is to provide comprehensive legal services to the State of Papua New Guinea, its departments, and statutory bodies. We are committed to upholding the rule of law and ensuring that the State's interests are protected in all legal matters.

Our vision is to be a center of excellence in public law, providing timely, accurate, and effective legal advice and representation. We strive to contribute to good governance and the efficient administration of justice in Papua New Guinea.

Our Mission

To provide high-quality legal services to the State, including legal advice, representation in civil litigation, and handling of commercial and conveyancing matters, thereby safeguarding the State's legal interests and supporting national development objectives.

Our Core Functions

The Office of the State Solicitor undertakes a wide range of legal responsibilities on behalf of the State. These include, but are not limited to:

  • Providing legal advice to Government Ministers, Departments, and public authorities on a broad spectrum of legal issues.
  • Representing the State and its instrumentalities in all civil claims, including judicial review proceedings, contractual disputes, and tortious claims.
  • Conducting and managing all conveyancing matters for the State, including the acquisition and disposal of land and property.
  • Drafting and vetting legal documents, contracts, and agreements to which the State is a party.
  • Negotiating and settling claims by or against the State.
  • Interpreting legislation and advising on its application.
  • Assisting in the development and implementation of legal policy.
